DC Council Hearing: Do Citizens Want Public Use of Marijuana?

When Marijuana Legalization Initiative 71 runs out on Jan. 15, D.C. residents may gain the right to smoke in public places. However, a proposed bill could keep cannabis smoking restricted to private use as mandated under Initiative 71.

The measure would only extend the Decriminalization Bill, approved March 4, 2014, which reduces the maximum penalty for possession of an ounce of marijuana from six months in prison and a $1,000 fine to just a $25 fine for possession and a $100 fine for public use, with no jail time.

The D.C. Council Judiciary Committee held a public hearing on Dec. 10 for the public to testify in opposition or in favor of the proposed bill, B21-0107. Of the 24 public witnesses, all testified in opposition of the new bill.

NY Medical marijuana on track, but questions remain

ALBANY – New York health officials and the manufacturers say they are on track to start providing medical marijuana to critically ill patients next month.

Questions remain, however, over whether doctors and patients will be enrolled in the system quickly enough to make the drug available by the Jan. 5 target date.

"There's no sign of a system in place yet for patients. That's a major concern," said Julie Netherland, deputy state director for the Drug Policy Alliance, an advocacy group. "We get calls from patients every day wanting to sign up, and we have to tell them we don't know yet."

Marijuana Price Jumped 11% Last Week to $1932

For the week ended Friday, December 11, the spot price index for a pound of cannabis increased by $198 (about 11%) from $1,734 in the prior week to $1,932. The simple (non-volume-weighted) average price for a gram ticked down from $4.67 to $4.66.

The futures price for January rose from $1,680 to $1,800 on the near-month contract. For the month of February 2016, the forward price increased from $1,775 a pound to $1,850. The six-month forward price for June 2016 is $2,050 a pound, unchanged from the prior week.
