Ontario proposes capping number of stores for cannabis growers, open market for recreational sales

The Ontario government is setting a framework for recreational cannabis retailing that emphasizes widespread competition and deals a blow to licensed marijuana producers by limiting their share of the market.

Finance Minister Vic Fedeli and Attorney-General Caroline Mulroney said on Wednesday during a joint news conference that there will be an unlimited number of stores that can sell recreational cannabis in Ontario, but that they will drastically limit licensed growers to just one store each at an Ontario production site. The proposed legislation, which will be introduced on Thursday, also leaves the door open for the province to restrict how many licences a single entity could hold, but no number has been set.

Canadian universities, colleges moving ahead with cannabis policies for recreational use

With the legalization of recreational marijuana fast approaching, Canadian universities and colleges are working hard to lay out their campus policies for cannabis use.

While many institutions are still finalizing the details, many plans are ready to go.

These are the policies currently laid out across Canada.

Smoke-free campuses

Memorial University of Newfoundland - St. John's

Memorial University has been smoke-free since 2013. This policy includes cannabis.

"Edibles have not been legalized under the current ... legislation and violations would continue to be addressed through law enforcement as they have been in the past," university spokesperson Dave Sorensen said in an email to HuffPost Canada.

Ontario government to allow pot smoking wherever tobacco smoking allowed

Ontario residents will be able to smoke recreational cannabis wherever the smoking of tobacco is permitted, the Progressive Conservative government said Wednesday, loosening rules established by the previous Liberal regime.

The government will also not put a cap on pot shops when it starts licensing and regulating the province's private cannabis retail marketplace, and municipalities will have until January to opt out of hosting the stores.

The details were announced by Ontario Attorney General Caroline Mulroney and Finance Minister Vic Fedeli a day before new legislation on pot rules was set to be tabled.

Tilray aqnd other Canadian cannabis stocks are jumping

When Canadian cannabis company Tilray Inc., announced last week it had received permission from the United States Drug Enforcement Agency to export cannabis to California for a medical study, it’s stock price started rising so quickly that trading was halted multiple times.

Tilray is one of the few cannabis companies publicly traded on the US Stock Exchange and it’s extremely difficult to legally bring cannabis into the United States, so the announcement set off a buying frenzy.

Paving way for cannabis-based drinks, Canopy Growth shareholders approve massive $5B deal with Constellation Brands

“This sounds like a big number,” Canopy Growth CEO Bruce Linton told shareholders, “but we already know how to spend it and are figuring out priorities.”

Constellation Brands, a U.S. beer, wine and liquor company, will now be able to bump up its ownership stake in Canopy from 8.5 per cent to 38 per cent. It also has the right to increase its equity position to 55 per cent.

It’s a potentially transformative deal both for Canopy and the marijuana products industry it is seeking to dominate — something that was reflected in the stock market bubble that popped up when Constellation Brands announced its investment on Aug. 15.

The legalized cannabis market in Canada could hasten western adoption of plant-based medicines, opening up new frontiers in health care, advocates say.

“I feel that cannabis is the first step toward a lot of our issues in health care and mental health,” said Salimeh Tabrizi, clinical counsellor and organizer and founder of the 2018 Cannabis Hemp Conference and Expo. “With the public perspective changing, there is a lot more room for other plant and fungi medicine coming through.”
