Jamaica pressing ahead with ganja legislation

KINGSTON – Minister of Industry, Investment and Commerce Anthony Hylton, says he expects to receive final recommendations to guide the development of the regulations for the ganja industry by the end of September.

 

Development of the regulations represents the first steps towards establishing a successful and globally competitive medical marijuana industry in Jamaica.

The Dangerous Drugs (Amendment) Act 2015, which became effective on April 15, provides for the creation of a Cannabis Licensing Authority, to develop the regulatory framework for industrial hemp as well as ganja (marijuana) for medical, therapeutic and scientific purposes.

It is also responsible for the issuing of licenses, permits and authorisations in keeping with said regulations.

Today, the Colorado Cannabis Chamber of Commerce urged against a culture of dangerous potential overregulation of legal cannabis edibles in Colorado.
 
At the HB13-1361 and HB14-1366 Work Group Meeting on August 11, the Marijuana Enforcement Division (MED) of the Department of Revenue (DOR) discussed with various stakeholders the creation of new rules surrounding all edible cannabis products.
 
The Chamber also stands behind the consensus at the meeting regarding standard measurement procedures and the need for public education to always be the number one priority.

Opponents of marijuana legalization to launch campaign Monday

Children are likely to be a big part of the campaigns both for and against marijuana legalization in Ohio.

The location of Monday’s 2 p.m. campaign kickoff by a coalition opposing ResponsibleOhio’s for-profit legalization plan is a giveaway: Nationwide Children’s Hospital.

While slow in developing, the still-forming coalition is touted as far-reaching by state Rep. Mike Curtin, D-Marble Cliff, a militant opponent of ResponsibleOhio’s plan to make marijuana legal for personal consumption and medicinal use.

“It’s going to be a very, very impressive coalition, as broad and diverse as this state has ever seen on an issue campaign,” Curtin said.

Jamaica hires consultant to recommend regulations for medical marijuana and industrial hemp

KINGSTON, Jamaica -- Jamaica's ministry of industry, investment and commerce has hired BOTEC Analysis as a consultant for the development of regulations to guide Jamaica's nascent medical marijuana and industrial hemp sectors. At the end of the consultancy, BOTEC Analysis will submit to Jamaica's Cannabis Licensing Authority (CLA) a final report with regulatory recommendations, which will include, but are not limited to, licensing, market sizing, taxation, and organizational structures.

Poll: How will Christie's anti-marijuana stance affect his 2016 chances?

TRENTON — If Gov. Chris Christie is elected president, states that have legalized marijuana would see this short-lived freedom go up in smoke.

Marijuana is legally available for purchase and recreational use in Colorado and Washington, despite its illegal status under federal law. However, President Obama's administration hasn't penalized the states nor forced them to roll back the initiatives that voters in those states approved.

In an interview on CBS' "Face the Nation in June, the Republican governor said his administration would use federal rules that outlaw marijuana to clamp down on states that legalized recreational pot use.

Jamaica Mulling Options for Taxing Marijuana

SAN JUAN – Jamaica’s Ministry of Industry, Investment and Commerce has proposed four different sets of levies on medicinal marijuana and is eager to receive feedback from the population, an official confirmed to EFE on Friday.

The ministry has proposed a licensing fee and income tax as well as cultivation, distribution and sales taxes.

“As with every other food, nutraceutical and pharmaceutical product, the new cannabis products will have to meet specific relevant health, safety and environmental requirements, as well as the required standards for product quality, labeling and packaging,” Minister Anthony Hylton said in a statement.

The Next 12 States to Legalize Marijuana

1. Ohio - Ohio voters will decide Nov. 3 whether to legalize marijuana with a constitutional amendment to institute a revolutionary proposal that backers say will create a billion-dollar industry in the next four years.

Secretary of State Jon Husted said Wednesday the private investor group ResponsibleOhio had collected 320,267 signatures of registered Ohio voters, 14,676 more than necessary to qualify for the general-election ballot. ResponsibleOhio spent more than $2 million since March on the petition drive to put its proposed Marijuana Legalization Amendment before voters.

Pigeon caught smuggling drugs into Costa Rican prison

A pigeon smuggling cocaine and cannabis into a Costa Rican prison has been caught by guards. The winged criminal was intercepted as it landed in the grounds of the medium security La Reforma jail, in San Rafael de Alajuela.

Guards found a small sack strapped to the bird's chest containing around 14g of cocaine and 14g of cannabis.

Costa Rica's Ministry of Justice and Peace posted a mugshot online of the bird, using the headline "narcopaloma", meaning "drugs dove".

Guards believe the pigeon was groomed by an inmate, who had trained it to act as a courier.

It was taken to a zoo, where keepers said it may have to remain in captivity, as it had become accustomed to being hand fed.
